"Library Amnesty-Clean Sweep" program

For the first time in more than a decade, The Newark Public Library is holding an "amnesty-clean sweep" program for the return of all overdue library materials. During the amnesty period, from March 15, 1999, through March 31, 1999, all overdue materials may be returned to the main library or any of the branch libraries, and the fines will be waived.
"The primary purpose of fines," says Bruce E. Ford, assistant director for technical services, "is to encourage prompt return of materials. Occasionally, however, patrons amass such huge fines that-instead of paying them-they simply forfeit their library privileges. We want our books back, and," Ford emphasized, "we also want our borrowers back."
